教育思想制约和影响着教育实践和教育行为。教育价值观是教育思想的核心。为了创造出面向2 1世纪的新基础教育 ,建立新的基础教育价值观势在必行。本文从教育功能的变化、时代发展的需要和个体自我发展的需要角度对教育价值观进行分析和思考 ,提出了新的基础教育价值观应该定位在创新性上 。

In order to create newelementary education to be geared to the needs of the 21century, new elementary education values must be established.This article presents the main characteristic of new elementary educution values based on the change sin educational functions as well as the needs of the times and self-developments of individuals, blazing newtrails,which is regarded as the best joint in the present elementary education,meeting the needs of the society and individuals and the balanced development.
