民族国家整合中的克什米尔问题

THE PROBLTM OF KASHMIR IN NATIONAL INTEGRATION

民族国家整合对于印度这样一个多语言、多宗教、多文化的国家来说 ,是国家发展和综合国力提高的一个重要前提。克什米尔具有自己的特殊性 ,因此 ,在目前的情况下 ,采取完全一体化的模式是不符合印度国情的。相反 ,在印度这样一个国家 ,只能采取相互依赖的模式 ,发挥中央和地方的积极性。同时 ,由于印度政党政治在中央地方关系中发挥特殊的作用 ,所以 ,应该注意防止为了党派私利而肆意妄为的行为 。

National integration is a major premise for development and solid national strength, especially for the country like India, which has multi-language, multi-religion and composite culture. The author is for the opinion that central governmaent's policy of complete integration is inconsistent with the situation for India. On the contrary, interdependence between center and state is a right way for India. So central government should strengthen the links between center ans state. At the same time, parties can't do what they wish without restraint for the sake of self-interest, this is of utmost importance to qualified integration.
