摘要
人力资源流失和利用率低下是西部落后于东部的重要原因。在知识经济时代 ,人力资源具有战略性地位已成共识。因此 ,要开发西部 ,就必须加强人力资源管理 ,尤其是要树立新的人才观。
Human resource eroding and the low utilization ratio is the major reason which leads to the backward West. In the knowledge economic times, every knows that the human resource is in the strategic state. For this reason, it is necessary to reinforce human resource management, especially to build new talent views firstly.
