The Practical Problems Concerning the Collective Resettlement of the Immigrants in the Industrial Area from the Reservoir Areas

在我国现阶段城镇化水平和农村移民综合素质较低等客观因素的制约下,整建制工业安置农村移民在有条件地区是可行的,但也存在的不可避免的问题和矛盾,在条件成熟的情况下,非农业安置水库农村移民仍是移民发展致富的重要选择。

The present situation confronting China lies in the objective facts that the scope of the urbanization is lim- ited and that the immigrants from rural areas are somewhat low in their comprehensive quantities,which inevitably resultin many inescapable problems and contradictions when the rural immigrants are to be resettled in the industrial areas.Therefore,resettlement of immigrants in the non-agricultural areas remains one of the way-outs to make them better-off if condition permitted.
