具有知识经济时代特征的 2 1世纪 ,一方面是高等院校的科技成果、专利权、版权等无形资产不断涌现 ,另一方面是无形资产不能得到充分利用 ,科技成果在转化为生产力方面始终存在着“梗阻”现象 ;这就需要从宏观上加强领导 ,设置专门科室统一管理 ,强化管理意识 。

The twenty first century is a knowledge economy century in which invisible assets, like scientific outcomes, rights of patents, and copyrights, are booming, and these invisible assets, on the other hand, cannot be effectively utilized and transferred to productivity. This is usually known as 'blockage,' which can be eliminated by intensifying the macro guidance over invisible assets, centralizing the management of invisible assets by setting up special section, and protecting invisible assets pursuant to laws.
