论推行综合寿命周期费用控制法

为了走出一条投入较少，效益较高的军队现代化的路子，解决我军武器装备发展与有限国防经费之间的矛盾。根据装备的全系统全寿命管理的一般原理和国外装备寿命周期费用方法，结合国情与军情，首次提出了一套综合寿命周期费用控制法，以便对我军装备的费用进行有效的管理与控制。同时提出了为推广该法当前急需做好的几项工作。

This paper emphasized the resolving of contradiction between weaponry development and limitation of Chinese defense budget, in order to realize a lower-investment and higher- efficiency way of military modernization. According to the general principle of equipment's overallsystem and life-cycle cost method and referring to the situation and army of our country, put forward a set of integrated life-cycle cost methods firstly for the first time to perform effective management and control on Chinese army's equipment cost. and at the same time, also list several urgent work that should be done well now for the pushing of the set of methods.
