运用邓小平理论和辩证唯物主义的基本观点论述了以德治国的内涵、依法治国和以德治国的辩证关系,指出德治是基础,法治是保证。通过把握以德治国的根本内容,实践以德治政,建设先进的思想道德、文化体系,达到以德治国的目的。

This article applies Deng Xiaoping's theory and the basic views of dialectical materialism to discuss the con-notions of running a country with morals and the dialectical relations between moral ruling and law ruling. Moral ruling is the foundation while law ruling is the guaranty. By holding the basic content of moral ruling, we should carry out the governance of the political affairs with morals, build the advanced ideological morals and cultural system so as to achieve the purpose of moral ruling.
