This paper elaborates General Secretary Jiang Ze - min's views on the necessity of the general plan of laying equal stress on ruling by virtue and ruling by law and argues that the chosen general plan cherishes profound ideological, cultural and philosophical roots, summarizes the experiences and lessons from China's democratic and legal practices and is the inheritance and development of Marxism, Mao Ze -dong Thoughts and Deng Xiao - ping Theory. The paper also points out that the implementation of the general plan will surely promote our democratic and legal development and thus accelerate our socialist modernization.
