托马斯·杰斐逊的防御性海军政策在美国历史上存在较大争议 ,他任内裁减海军 ,建造小炮艇 ,建设近海防御体系。杰斐逊之所以采取这种低调的海军政策 ,主要因为他更关心国内建设 ,保证军队对现任政府忠诚 ,避免与大国相争 ,这种政策在一定程度上适应了当时美国经济和外交的需要 。

There have been considerable disputes on Thomas Jefferson's defensive naval policy.In his term of office,he cut down the navy,built small gunboats and established off sea defensive system.The reason for Jefferson to adopt such low key policy was that he was more concerned about domestic construction.He ensured the loyalty of the military forces to his administration,and avoided struggles with other powers.This catered to the needs of American economy and diplomacy at that time,but had unfavorable influences to trade and national defence.
