20世纪二三十年代 ,中国资本主义经济呈间歇性发展趋势。与此相应 ,童工的数量也呈增长趋势 ,全国各地的纺织行业中使用童工成为一种普遍现象。使用童工带来诸多危害 ,为此各地不得不采取一些措施限制使用童工 ,以免丧失社会自身赖以发展。

Influenced by many factors in the 20's and 30's of the 20th century , the capitalist ecnomy of China took on intermittent developing trend. Correspondingly, the number of child labor was also rising. Hiring child labor was a common phenomenon in the textile industry all over the country. Child labor became a common phenomenon in all kinds of capitalist development. But this also brought about a lot of harm. So in order not to lose qualified human resources on which the society had to depend to develop and prosper, the local governments had to take measures to restrict child labor.
