山东省区域性中心城市高等教育的现状是教育规模逐步扩大 ,总体实力增强 ,教育质量和办学效益提高。发展速度虽然快 ,但不平衡。探讨和研究 2 1世纪前 10年山东省区域性中心城市高等教育发展的基本目标、具体目标、重要任务、基本思路 ,以及区域性中心城市参与和兴办高等教育的途径和措施、区域性中心城市高校发展的具体方略等问题 。

On the basis of the overall analysis and research of the present state, characteristics and existing problems of higher education in the regional central cities of Shandong Province, the essay explores the developing thinking and countermeasures of higher education in the regional central cities of our province.And it puts forwards the basic targets, specific targets, main tasks and elementary thinking in the first ten years of the 21st century.It also raises the ways and measures for the regional central cities to participate in and run the higher education and particular strategies to develop colleges and universities in the regional central cities.
