公文是传递上级机关有关的方针政策、办理事务的依据和标准等的载体,而阅读公文其实质是把握公文的精神,认真地贯彻执行公文的有关规定,这就要求读者尤其是具体执行人员阅读公文时,不能凭自己的情感去理解和发挥,而应把握主旨,实事求是地理解。

The official document is the vehicle for both guiding principles transferred from higher authorities and criteria of handling affairs. The essence of reading it is to grasp its spirit and then implement the pertinent regulations in the document seriously, which requires that readers, especially the executive functionary, should have a good command of its gist and understand its meaning practically rather than elaborate it as one pleases.
