因特网的发展给现行的版权制度造成了巨大的震撼。原有的版权制度已不适应因特网的发展,只有作出适当的调整、更新才能适应现在的情况。目前,网络上作品的著作权遭到了前所未有的威胁,著作权人的权利急需得到保护。我们必须对现在的情况进行研究,完善原有的立法、司法的不足,解决网上作品著作权的保护和保证信息流畅之间的矛盾,对网站、作者、网民三者之间的权利进行协调,以达到平衡。

The copyright system which is currently in effect has encountered enormous challenge, with the development of Internet. The original copyright system doesn't fit in with the development of Internet. Only if is properly adjusted and renewed can it be adopted to the current situation. Nowadays, the copyright of the works on net is facing unprecedented menace. It is quite urgent that the right of the copyright owner be protected. In order to keep balance of the site, the author and the netizen, it is necessary that the current situation be studied, that the original legislation and judicature be perfected, and that the contradiction between the protection of the copyright of the works on net and the fluency of information communication be solved.
