在西部大开发之际 ,加快西部地区社会经济发展是一个热门话题。本文通过运用系统工程中的ISM (解释结构模型 ) ,来分析影响西部地区社会经济发展的因素及其相互间的层次关系 ,从而找到影响西部地区社会经济发展的表层原因、中层原因及深层原因 ,为我国当前西部大开发政策的顺利实施提供理论基础和决策依据。

At the time of the western development, speeding up the development of the west part is a popular topic. This paper analyzes the influence factors of the development and their mutual relations by use of ISM of system engineering, and then we can find the superficial, middle and deep reasons for influencing the social and economic development of the west part. All that can afford theory and decision foundation for smooth practice of western development policy.
