content abstract: The ruling ability construction is a realistic major issue which our Party faces.In the process of Party's ruling ability construction,we must take Party's system construction as the key point,advances the system innovation including the Party leader's system,Party's work mechanism,Party's authority surveillance system,the democracy within the Party centralism system,only in this way,can we fundamentally safeguard the ruling ability enhancement of the Party.
