中国工业能源政策

中国工业部门的能源政策从 194 9年建国以来经历了三个主要阶段 :“苏联模式”阶段、原始改造阶段和当前的转型阶段 ;1997年中国政府通过了节能法 ,它为建立节能法规提供了宏观指南 ,节能法的第 2 0条指出推动工业节能的关键是改善工业设备的能源消耗 ,提出“国家将加强对能耗企业在节能方面的管理” ;十五期间提出主要能源密集型行业的具体能耗指标 ,并设立多种工业节能项目 ;分析国际工业部门能源政策 ,制定下一步工作计划和未来发展方向 ,以推动工业企业节能工作。

Since 1949,China's energy sources policy for industry sectors has gone through three stages:the 'soviet model'period,the preliminary transformation period;and the present transition period,In 1997,the Chinese government passed the Law on Energy Conservation(LEC)which provides a guideline for the establishment of relevant laws and regulations.Article 20 of LEC states that the key to industrial energy conservation is to improve the enevgy consumption of industrial equipment,indicating that the state shall tighten its control over energy consuming enterprises in regard to energy conservation;In the 10th Five Year Plan,specific targets for energy consumption are fixed for major energy intensive industries,and many kinds of projects on industrial energy conservation are offered.In this paper,international energy sources policies are analyzed to find out the trends of future development for the making of our future working plan.
