近年来 ,俄日关系松动、改善、升温的步伐明显加快 ,双方表现出全面改善关系的强烈愿望 ,但由于制约俄日关系实质性发展的诸多因素 ,尤其是领土问题未能消除 ,因而俄日双边合作只能是有限的 ,其建立“创建性伙伴关系”的进程也必然是渐进性的。
