应用灾害学研究的基本观点,归纳总结了新疆沙尘暴灾害的基本特征、形成机理和近期变化特点,提出沙尘暴防治的基本理念;阐述了沙尘暴研究的动态和新疆沙尘暴防治的新进展,对新疆沙尘暴防治能力作了简要评估;依据软科学研究“超前、跟踪、对策”的基本要求,对未来15年沙尘暴发生的趋势作了初步预测,并针对新疆的实际,提出重要战略机遇期新疆沙尘暴防治的模式、理念和三项主要对策措施。

At the standpoint of disaster research,the article summarized the basic characters,resent changes,and forming mechanism of sandstorm disaster,and brought forward the basic ideas for preventing and curing it.The article also expatiated sandstorm disaster development trends,new preventing and curing evolvement,and briefly evaluated preventing and curing ability.In addition,the article preliminary predicted trends of genering sandstorm in future 15 years based on the basic requirement of'exceeding ahead,following closely,managing measure',as well as posed the pattern,ideas,three countermeasures of preventing and curing sandstorm in the period of the important strategy opportunity according to Xinjiang fact.
