摘要
人力资本理论是 2 0世纪 6 0年代在西方经济学中迅速发展起来的一种理论。通过分析人力资本投资具有的投资收益的规模性、长期性 ,投资形式的无形投资过程的风险性等等特点 ,对人力资本转移与收益作了比较 ,认为力争在人力资本投入与转移中取得“后发利益”对实施西部大开发具有重要的实践意义。
The human capital theory is a theory that developed rapidly in the Western economics in the 1960s. Analyzing the characteristics of human capital investment--- the scale, the long term of investment returns, and the invisibility and risk of investment forms, and comparing human capital transfer with returns, this paper holds that it is of practical significance to the West Development to strive to gain 'post-interest' from the investment and transfer of human capital.
