现代科技突飞猛进 ,高校科研任务越来越重 ,难度越来越大 ,高校科研管理工作也更为重要 ,同时对科研管理人员提出了更高的要求。高校科研管理人员应该具备广博的知识结构、高尚的品质和现代科技意识等素质和决策、判断、组织、协调能力等等。因此高校科研管理人员的素质培养和能力提高是科研队伍建设的关键问题。

With the rapid development of modern science and technology, the management of science and technology in colleges and universities becomes more and more serious and difficult, which means that the management is more important and demands the managers for higher abilities and qualities. It holds that the managers should possess qualities as encyclopedical knowledge structure, lofty morality and modern scientific consciousness, etc., and the abilities to decide, judge, organize and coordinate. Therefore, the cultivation of their qualities and improvement of their abilities is the bottleneck problem as to the improvement of the construction of the team for scientific research.
