在积极参与澜沧江 -湄公河次区域的产业合作中 ,首先 ,云南的产业结构要实现升级方式的转换。其次 ,在参与次区域开发的产业合作中要做到 :农副产品要打绿色牌 ,走特色路 ;矿业发展要“走出去” ,在更大的范围内实现资源的优化配置 ;机电制造业要努力在“世界工厂”中觅到立足之地 ;烟草业要跻身世界烟草跨国集团的行列 ;电力工业要培育为东南亚的能源库 ;
