It has been an important historical phenomenon that after World War Two West European countries formed a development alliance. The alliance itself imposed enormous influence on world political economy. However, the alliance was a necessary step given the special situations worldwide at that time. Nevertheless, the paper explores the motives for such an alliance from cultural, political and economic background.
