摘要
社会和谐与社会发展是人类两种基本价值目标,两者是相辅相成的,即社会和谐是社会发展的境遇,是前提;社会发展是社会和谐的后盾,是保障。但两者又是相辅相反,其冲突的具体表现:社会与个人的冲突,公正与效率的冲突,人自身的两面性。但不能因此做出非此即彼的选择,应尽量使两者协调起来,在发展中营造和谐,在和谐中求发展。
