乡村债务转轨时期已积累成为一个影响到国家财政安全和农村社会稳定的沉重包袱。现在我们必须寻求化解乡村政府债务的标本兼治的对策思路。综合判断我国的乡村政府债务已突破万亿元。各方面材料显示前期我国的乡村政府债务已达失控状态 ,经济落后地区情况更为突出 ,同时乡村政府债务债权人结构复杂 ,社会影响大。为确立稳妥的化解乡村政府负债的对策 ,有必要从多个角度对乡村政府负债进行分类。我国乡村政府负债的规模失控有多方面原因。因此 ,必须采用综合论证、分类化解的思路去解决问题。具体措施包括进一步清理债务、转换乡村政府职能、改革行政管理体制等。
