在政府政策的大力支持下,小水电已成为广东省山区和落后地区发展经济、脱贫致富的支柱产业。然而,随着全国电力体制改革的深入,特别是我省大小电网变为直管后,小水电的公益性也随之改变。为此,小水电如何适应当前的改革,小水电政策如何延续等问题已成为焦点问题,必须深入研究并予以解决。

With the great support from government policies,the small hydroelectricity has become the backbone industry in mountain areas and poor areas to develop the economy and become rich.With the deepenint of reformation in our country's electric power system,and especially when the power grids,small and big,have been put into direct supervision,the nature of small hydroelectricity as public welfare has also been changed accordingly.Therefore,how to adapt itself to the current reform and how to continue the policies for the small hydroelectricity has become the focus of concern which is worth studying and to be solved.
