构建监管安全的长效机制,确保监狱的长期安全与稳定,必须在实际工作中将主要包括 狱政、狱侦工作在内的“堵”,和主要包括教育改造、刑罚执行、生活卫生在内的“疏”有机结合起来。 要强化安全意识,完善和落实各项监管安全制度,正确认识罪犯,实行文明管理,关注服刑人员的心 理健康,消除服刑人员的心理障碍。

For constructing the long - term security mechanism of supervision and management,guaranteeing the jail in long-term security and stability,we must combine in practice the jamming work-the prison politics and the prison detection work with mediation ,including education and transformation,the penalty,the health in daily life.We must strengthen the safe consciousness,perfect and carry out all supervising and managing system,correctly understand the criminal,and we must implement civilization management,pay attention to the criminals'psycho-logical health,and eliminates their psychological barrier.
