统筹城乡发展,建立有利于逐步改变城乡二元经济结构的体制,促进城乡社会协调发展,其首要前提是落实 "三农"权益。即弱质产业农业、弱化的人类生存发展空间农村、发展权缺失的弱势群体农民的权益落实问题。

For the purpose of orchestrating the urban and rural development, establishing system to benefit gradual changes of economic structural in duality in the country and city, promoting the urban and rural society to moderate the development, its initial premise is to utilize the rights of 'the practical agriculture, villages with farmers'. We should improve inferior industry agriculture, weakened villages of human sustainable development and the rights of farmers without the development rights.
