文章从新政治经济学的视角对腐败问题进行再次思考。经济人追求利润最大化的动因构成了腐败的动力基础,政府对市场的过度干预(公共权力的异化)是造成腐败的体制根源,国有资源产权不明晰构成了腐败的诱致性因素,腐败活动对国家的政治、经济和精神文化的发展具有致命的危害。要从根本上遏制腐败,需要防止公共权力的异化,更需要降低公共权力的可租性;建立和规范有序的市场经济运行机制,彻底变革、透明行政审批制度,加快生产要素市场化进程。

This paper focuses on the rethinking of corruption from the new political and economic points of view.Economic man seeking for the maximizing profit constitutes the dynamic base of corruption,while government excessively interfering with the market is the original source of corruption.At the same time,the indistinction of state-owned property rights turn out to be the leading factor of corruption,which is seriously bad for the development of politics,economy and culture.In order to restrain the corruption fundamentally,we must take measures to guard against the dissimilation of public rights and decrease the tenancy and utilization of it.Meanwile,we should establsih the standardized market economy operating system,tansform the examine and approve institution completely and accelerate process of marketing the production factor.
