Owing to the change from the planned economy into market economy, many workers lost their jobs. How to help them take up an occupation again becomes an important thing that the local government most concerns with. In Liaoning province, there were more than 140000 households that no one has a job. To help them to find a job again becomes an important task of the provincial government. Li Keqiang, secretary of Liaoning Party committee, stressed that no-job household must be eliminated soon in Liaoning, and there must be one person from each no-job family who must be arranged to work, in order to give them a stable income and change their life thoroughly. The government of Liaoning puts forth some documents for solving the problem of no-job family. On December 5, when Zheng Yane received 320 Yuan of the commonweal post- allowance, tears fell down from her eyes. Because she and her husband lost their job and their son studied at a university, so life was very difficult. Now Zheng was arranged to work in a community, and from then on, the basic life had a guarantee. She encouraged her son to study further for the graduate student. Han Yongmei, who lost her job, set up a laundry and some no-job persons joined in her laundry. She said that she thanked the local government as it derated her revenue for three years, about 6000 Yuan a year. "If possible, I should help others who have no job" added Han. To the end of October 2005, about 143000 no-job households in Liaoning province were eliminated, and one person at least in each family obtained employment again.
