对新疆南疆三地州农村劳动力转移的思考

Thoughts on the Transfer of Rural Labor Force in the Three Prefectures in the Southern Part of Xinjiang

南疆三地州农村人口多,人均耕地少,大量剩余劳动力的存在是一个不容忽视的事实。而农村剩余劳动力的有效转移是全面实现小康社会的重要保证。然而,传统的小农观念、有限的就业渠道,低下的农民文化素质和城乡分割的二元结构,直接制约着农村剩余劳动力的有效转移。因此,三地州必须认真贯彻党的十七届三中全会精神,把剩余劳动力转移作为农村工作的重中之重,采取切实措施,实现农民敢出去、有去处、干得好、留得住的发展目标,才能有效增加农民收入。
