Liupanshui, a developing industrial city is located in western Guizhou Province. It was constructed and developed as an energy and raw material city in the 1960s when the construction of defence industries in the remote regions away from the coastal areas was in full swing. The city abounds with natural resource, humanistic resource, tourism resource, biological resource, especially coal resource. With prospective reserves of coal totaling 80 billion ton, the city earned it the reputation of Coal Capital in Southern China. It is simply a piece of jadeite scattered by God. With the initiation of western development strategy, Liupanshui has undergone the earth-shaking changes. The resource-based city in West China is setting off a secondary upsurge of sunrise industry of coal and opening up a new way to further development.
