从机遇的普适性、具体性和选择性入手,分析西部开发机遇的普适范围具有广泛性,其价值具有不确定性。西部开发机遇的出现,对不同地区而言,要求不同,人们在利用这个机遇时,应建立正确的机遇观,因时因地而动,不应千篇一律,一概而论。

From the perspective of the features of general suitability, concreteness and selectivity as far as an opportunity is concerned, it makes sense to claim that the opportunity as regards the development of west regions of China enjoys a wide general suitability, whose value is indefinite in nature. The arrival of the opportunity as regards the development of west regions demands differently in terms of different regions .In order to make the best use of the opportunity, we should develop a correct 'opportunity outlook', taking actions in accordance with suitable condition involved, and without following the same pattern.
