Consideration on the Prisoners Reform through Labor under the “Double Lines of Income and Expenditure” Circumstances

“收支两条线”是对当前我国监狱体制改革的通俗性称谓。“收支两条线”的实施既使罪犯劳动改造产生新的机遇 ,也使罪犯劳动改造面临很多新的问题。“收支两条线”实施后 ,罪犯劳动改造要想达到有效实现 ,需要在监狱企业定性、劳动组织管理、罪犯人力资源开发与利用、劳动改造激励、劳动改造教育等方面加强对策性研究和探索。

The “double Lines of income and expenditure” is the usual name of the present revolution of China prison system, which bring not only the chance for the reform work, but also many new problems. After carrying out the policy, we should strengthen the research and explorations in the nature of the prison enterprises, the labor management, usage and cultivation of the prisoners manpower, reform through labor, as well as prisoners education.
