我国自 1 998年以来连续实施以扩大国债投资为核心的积极财政政策 ,国债规模日趋增大 ,国债负担率和债务依存度已接近国际警戒线。鉴于中国经济的回升 ,民间投资趋于活跃以及世界经济的转暖 ,国债应该保持在一定规模的前提下 ,对绝对数量逐步调减 。

The government has been carrying out the active fiscal policy since 1998, where the core is to expand national debt investment. The scope of national debt is expanding, and the national debt ratio is near the international alarm line. Nowadays Chinese economy is recovered, the folk investment is active and the world economy is getting warmer. In order to keep a proper scope of national debt, the key point of improving the national debt fund orientation is to decrease the absolute number.
