我国西部地区义务教育投资分析

Analysis on Compulsory Education Investment in Western China

我国普及义务教育的重点在西部。要使西部义务教育正常发展,必须从制度上解决投资问题。中央和省级政府应成为义务教育投资的主体,加大对西部地区义务教育经费的转移支付力度,从法律上明确各级政府在义务教育投资中的责任和比例。

Western China is the priority area in popularizing compulsory education.In order to ensure the normal development of this area,the education investment policies must be reformed:central and provincial government should become the principal investors;investment transference to western China should be intensified;the responsi- bilities taken by different governments should be clarified legally.
