今年是振兴老工业基地的开局之年,要实现老工业基地改革与振兴,首先,要做好经济结构的战略性调整,以确保科学合理的发展方向;其次,就是要多渠道引进和培育投资者,拓宽振兴东北经济的资金来源;同时,还要建立起相应的制度保障、营造良好的经济环境,为慰抚改革调整的阵痛及激活吸纳投资创造良好的软环境。

This year is the beginning of years to develop the Old Industrial Bases. In order to realize the reformation and development of the Old Industrial Bases , first we need to adjust strategically economic structure to make a scientific and reasonable direction of development; second we should recommend and bring up investors in many channels and broaden the source of money to develop north - easten economy ; in the meantime , we also have to set up a relevant system enssurance and build a good economic environment in order to construct a good soft environment which can console the pain of reformation and adjustment and stimulate and take in investment.
