人才问题是关系高校生存发展的关键问题,高校要在新阶段、新时期实现提高层次、全面发展的目标,重要的途径是实施人才强校战略。人才强校战略的关键是需要树立科学的人才观,要坚持党管人才的原则,要加强教师队伍建设,要实行适应人才生存和发展的机制。

Problems on talents are the key problems which are related to the existence and development of the advanced institutes. If the advanced institutes want to improve their levels, and develop all aspects at the efforts to achieve their goals in the new stage and the latest time, the important way is to conduct the strategy of strengthening college through talents. The key to the strategy of strengthening college through talents is to set up scientific outlook on life, to stick to the rules which the Party administrates the talents, to strengthen the construction of the teachers' team and to conduct the mechanism which adjusts the talents to the existence and development.
