阐述了流域管理机构的性质、法律地位和职能,指出水资源管理必须实行流域管理与行政区域管理相结合。
The nature, legal status and functions of river valley managing institutes are expounded. And the conclusion is that to manage water resource well, valley management must combine with administrative zone management .
