阜新市在成为中国首个煤碳资源枯竭、经济转型试点市之后, 伴随着矿区企业的破产,在2003年6月6日成立了独立于企业之外、纳入政府系列的阜新市矿区社会保障管理中心。本刊于2003年第3期特为此发表了《在转型发展中强化矿区的社会保障工作》的专题署名文章。半年多来,矿保中心在以徐桂芬女士为班长的领导班子带领下,108名工作人员为几万名离退休矿工夜以继日地奋斗在工作第一线。他们不断地创新思想、创新体制、创新机制、创新方法,加速完善社会保障体系。

LEADERETTE: The social stability is very important. In June 2003, the Fuxin City Diggings Center for Social Security was officially set up. In the past half year, the center headed by Xu Guifen, led her 108 staff members in the service for the retired workers. In order to perfect the social security system, they constantly inaugurated new mentality and new mechanism. Recently they set up a center for aged health which could not only guarantee the basic right of the economy and culture of the aged but also solve the problem of their living, medical treatment and tendance.
