中国农村医疗卫生问题的症结在于:医疗卫生需求、需要和供给三边良性互动关系还有很多阻碍因素,农村合作医疗对这些阻碍因素的消除有利于农民健康水平的提高。农村合作医疗的内在机制是合作机制。解决参与约束、激励相容和合作组织的自治性是农村合作医疗发展的关键。合作机制和保险机制有明显的区别,只有在合作机制充分发育后,保险机制的引入才具有建设意义。现阶段,任何有利于合作机制成长的政策都是有益的。
