20世纪80年代以来,伴随着社会转型、市场经济不断深入、社会多元化、市民社会的发展,NGO组织在中国蓬勃发展,成为社会多元治理结构中一支举足轻重的力量。而在经济发展滞后的、多元民族的、多元宗教文化的西部地区,少数民族NGO组织的诞生恰恰是民族文化自觉的彰显,本文以此为背景,以青海回族撒拉族救助会为个案,试探讨其兴起、发展、运行及在构建和谐社会视阈下它的功能及价值意义。
