中国省级财政支出互动效应实证研究

The Spillover Effects of China's Provincial Fiscal Expenditure

文章通过Case等(1992)提出的空间经济学模型分析了我国1994年到2006年各省财政支出的互动效应。笔者构造了地理相邻权重、GDP权重以及人口流动权重反映不同省份的相互影响程度,结果发现我国省级财政支出存在着明显的互动效应,而地方官员的晋升锦标赛模式则是产生互动效应的主要原因。进一步对财政支出进行分类型的研究表明,地方财政支出的互动效应主要源于各省经济建设支出之间的相互竞争关系,同时人口流动可以促使地方政府增加公共服务支出。基于研究中的发现,文章对我国财政支出结构的调整提出了相应的政策建议。

This paper analyzes the spillover effects of China s provincial fiscal expenditure from 1994 to 2006 using spatial econometric method proposed by Case et al(1992).I construct three separate weighting matrices including geographic contiguity,per capita income and inter-province mobility to measure "neighborliness",and find strong evidence of the spillover effects in China s provincial fiscal expenditure.The main course of the spillover effects is the promotion tournament model of China s local officials.Furt...
