'People-oriented concept'is the core of scientific development outlook.Carrying out this concept by public security organs means guiding the reform and development of public security work and showing socialist humane concern for police.For this reason,public security organs are supposed to take the initiative to adapt to the new demands and expectations of public security work,to make every possible effort to establish new concepts and new ideas,to reform and innovate new mechanisms as well as new ways of public security work.
