走向中央与地方关系的法治化——部属高校普通本科招生计划制度改革方向的思考

目前,所有部属高校在普通本科招生时一直都是依据行政区域来事先分配录取指标的,而且分配给学校所在地的招生指标均大大超过了其他地区的招生指标。这种"部属高校地方化"的主要成因在于教育部和高校的招生权力之间法治化程度不够。要改变"部属高校地方化"现状,须在法治化理论指导下,重新配置教育部和高校的招生权力。
