市管县体制在苏南苏北实践的差异性分析

Analysis of the Difference Between Southern Jiangsu and Northern Jiangsu in the System of City's Administration Over Counties

市管县体制自20世纪80年代初大规模推行以来,有关其利弊得失争论不休.笔者认为客观全面认识市管县体制应放在一定的时空环境中.文章选择苏南、苏北差异较大的两类地区,又结合不同的时段,对市管县体制在基础条件、实施效果等方面进行对比、分析.认为市管县是我国特定历史阶段的产物,在一定的地区、一定的历史时期发挥着积极的作用.随着外界环境条件的变化,市管县体制的弊端也日益显现.
