对执法为民一些问题的思考

On Some Problems of Enforcing the Law in the Interest of the People

坚持执法为民是时代发展的根本要求,因为公安机关践行"三个代表"重要思想,维护社会稳定,完成自己肩负的历史使命,都必须做到执法为民;同时,适应公民法律意识不断提高的现状,提高公安民警的自我保护能力,适应有力的外部监督,也必须做到执法为民。真要做到执法为民,必须切实转变执法观念,树立反映时代发展要求的新观念,其中包括正确的权力观念,人权观念,实体和程序并重的观念和服务观念等,而且,必须从各个方面优化执法的条件。

Enforcing the law in the interest of the people is the basic requirement to keep pace with the times. To implement the important thought of Three Represent's, to safeguard social stability and to achieve the shouldered historical mission, public security units must enforce the law in the interest of the people. In the meantime, enforcing the law in the interest of the people is also the requirement to meet the consistently upraising legal consciousness of the people, to improve policemen's ability of self-protection and to adapt to the powerful external supervising. Should enforcing the law in the interest of the people really be achieved, new concepts must be truly set to meet the requirement of the times, among which are the concept of the use of power, the concept of human rights, the concept of laying equal stress on entity and procedure and the concept of service. Furthermore, conditions of enforcing the law must be optimized.
