To Implement the Important Thought of Three Represents and Improve the Ability of Enforcing Laws in Public Security Organizations

当前,公安机关学习贯彻十六届四中全会《决定》,就是要坚持立警为公、执法为民,切实提高执法能力,这是公安队伍实践"三个代表"重要思想、贯彻落实《决定》的切入点和结合点。为此,广大公安民警必须做到转变执法观念、树立正确的执法意识,贯彻严格、公正、文明执法的原则,增强为人民群众服务的本领,维护国家安全和社会稳定。

For public security organizations, to implement the The Decision of Strengthening the Building of the Party's Ability of Governance by CPC Central Committee (called Decision thereafter) passed by the 4th Plenary Session of the 16th Central Committee of CPC is to work for the public, enforce the law for the people and truly improve the ability of enforcing laws, which is also the joint point of fulfilling the important thought of Three Represents and implementing Decision. Therefore, all police officers are required to change the idea of enforcing laws, foster the correct consciousness of enforcing laws and carry into action the principles of being strict, being fair and being civilized so as to enhance the ability of serving the people and to maintain the stability of social order.
