水利水电工程施工招投标过程中,招标人通常会要求投标人提交投标保函,由于投标人的种种原因,在评标过程中,常常会发现投标保函存在各种瑕疵,进而导致评标委员会依据评标办法集体作出废标的决定。对投标保函的瑕疵及其类型进行了分析,以其对投标人的投标活动有所指导和帮助。
