高校分类的目的是为政府、社会和高校三方了解、管理和监督高等教育提供研究资料和研究手段,使得三方主体各自明确在高等教育发展过程中应扮演的角色和相应的权责。因此将政府、社会和高校三方需求主体结合起来,做到内外因素统筹结合,构建一个"三位一体"的多维度的框架来进行大学分类,以引导高等教育的多样化发展就十分必要。

The purpose of classifying colleges and universities is to offer research materials and methodology for government,society and schools to understand,manage and supervise higher education,enabling the three sides to know about their respective roles and the corresponding right and duty.Therefore,it is necessary to construct a tri-dimension framework in order to properly classify colleges and universities fully considering the requirements of all the three sides.
