The arising of the problems concerning the peasants, agriculture and the rural areas is closely related to the evolution of the land system. These problems are also the land problems. The problem of peasants refers to the relations between the peasants and the land; the problem of agriculture is the running of the agricultural land while the problem of the rural areas actually means the urbanization of the rural areas. The solving of these problems depends heavily on the change and development of the land system in the rural areas and the policies concerned.
